The hierarchy reflects a jurisdiction's Comprehensive Plan values, shown in three categories:

(1) Prerequisite Uses - safety, access by people with special needs, and Public Works functions.

(2) Community-wide Valuesmultimodal access for all users of all abilities.         

​

(3) Resident and Tenant Livability – micro-level curb use reflecting block-level demands.
